The Eindhoven, Leuven, Aachen Technology Triangle (ELAT) stands between three of NWEurope’s most important centres of population and economic activity: the Flemish urban network, the Ruhr valley and the Dutch Randstad. The main objective of the ELAT project is to develop and implement a joint innovation strategy for the technology triangle, using ICT to involve knowledge institutes, businesses and public authorities in the technology triangle.

The EU is currently behind the US and Japan in research and innovation performance. Gross expenditure on R&D as a percentage of GDP is 1.9% in the EU compared with 2.7% in the US and 3.1% in Japan. In order to catch up with competitor regions, EU Heads of State in 2002 agreed a target for the EU to increase its R&D performance to 3% of GDP by 2010, with two-thirds of the increase to come from business.

Government initiatives such as the Programme for Research in Third Level Institutions, Science Foundation Ireland, and investment in socially and economically vital areas such as Health, Agriculture, and the Marine, have built the foundations of a world-class base in research and innovation.
